in the face of today’s threats

    It is difficult to find a country in whose history there has been no assassination attempt on the president, the prime minister or any other representative of the governing bodies of the state.

    Due to the function or political position of a person important to the interests of the State, important security aspects are taken into account: the impact of a person on a given situation and environment, and the psychological impact on society.

    The assassins know the old principle of combat tactics, which says that the easiest way to defeat the enemy is to take his head off. To put a country without a government, a government without a prime minister, a minister without a minister is associated with chaos and many negative consequences. The life and health of a person holding a certain function in the State are linked to the security of the State and thus have an impact on society as a whole. If you protect such a person, you protect not only the representative of the State, but the whole State, and thus also the public.

  The public expects policy makers to feel safe. This is one of the fundamental elements of the contract between the company and its representatives. When a decision maker dies, it means the contract has been terminated. In this case, power is associated with weakness and helplessness and loses credibility in the eyes of society. A society without the violence of leadership unconsciously devalues its own value. That’s the psychological effect of failure.

    Many services from other countries have already adapted their tasks and remit to the new challenges threatening the security of protected persons. The Government Protection Bureau of Poland is also facing new challenges, which are dominated on the one hand by the increase in threats to protected persons and on the other by the lack of understanding of the role of this education in the system of their security.

   The book is based on a dissertation that the author defended at the Police College in Szczytno. The position consists of three parts. The first part discusses the risks involved in the performance of public functions, the position of the BWE in the system of protection of protected persons, and the history of the institutions and bodies involved in the protection of the most important persons in Poland since 1918. The second part presents the results of extensive surveys (320 diagrams and graphs) together with conclusions. In the

Tactics of protective measures
Personal protection

    In recent decades, the world has become very dangerous for politicians and celebrities. Today they are regularly attacked: politicians for political reasons, royal families, businessmen and others – for more or less known reasons. The intelligence services report various terrorist and criminal organisations in which there are hundreds of assassins prepared for anything. When you add the threat of psychopathic killers, the need for protection becomes understandable. The theory and practice of implementing protective measures is based on various types of experience, which lay the foundation for the smooth use of protective groups. This applies equally to people and protective equipment, and the whole issue is called tactics. Protective tactics are the method of protective measures carried out by security agents inside and outside groups. These methods relate to the planning of protection measures, their immediate implementation and the management of immediate life-threatening situations resulting from an attack on protected persons. Safeguards (including the protection of persons) should form a subsystem of the national security system for combating terrorism.     The aim of this work is to identify the causes of the attacks and the methods by which they are carried out, and to systematize and present the best tactical and technical methods for protection against them. To show how an attack can change the political and sociological face of cities, states and even the whole world, and how the causes and methods of its execution can be relevant to security officials when it comes to finding out how to protect an individual effectively. The procedures described for protection measures form the basis for the creation of a permanent, uniform methodological basis for the creation of a permanent superstructure for the interpretation of the principles of protection of public and private institutions, acceptable to all those involved in the protection of persons.

    The publication contains a compendium of highly specialized knowledge in the field of personal protection. It is intended for protection bodies, bodies and agencies involved in training and carrying out tasks in the field of direct protection of persons, as well as for other persons interested in the subject.

    The position presented is the result of more than twenty years of experience gained by the author in special military units and services dealing with the protection of national and foreign heads of state and government in the territory of the country, as well as with the preparation and securing of the stay of Polish delegations abroad.

Personal and property protection


    It is a comprehensive manual tailored to the needs of students in post-secondary schools and training courses for the licensing of security personnel. It is also an excellent piece of knowledge for bosses and security staff. The article deals in a short and comprehensible way with issues from different fields of law, psychology, sociology, ethics, economics and management. Special attention was paid to professional issues: protection of property, escort, personal protection, technical security measures, preparation of protection plans and activities related to running a security company.

    “Vademecum” is a collection position issued by the Policeal School of Detective and Protection Officer “O’chikara” – Lublin 2000. The authors are academics, senior police officers and experienced and unique specialists in their field.
